Ten ministries and commissions: strict control of the number of public hospitals to leave enough space for the development of social medical care

National Health Commission and other ten ministries and commissions released on June 12, "on the promotion of social medical sustained, healthy and standardized development of the opinions", "opinions" put forward, all over the world to strictly control the number of public hospitals and the scale of social medical development space.

The Opinions propose to increase government support for social medical operation. Including the expansion of social medical space, expanding the supply of land, promoting government purchasing services, the implementation of tax incentives and other four measures. Requirements for the implementation of the "13th Five-Year Plan" period of the medical service system planning requirements, strict control of the number and size of public hospitals, to leave enough space for the development of social medical care.

　When arranging the annual supply plan for state-owned construction land, if there are insufficient medical facilities in the region, the land supply plan should be implemented and priority should be given to guaranteeing land for medical and health care. In accordance with the principle of fair competition and meritocracy, support the purchase of services from socially-run primary medical institutions. For-profit socially-run medical institutions, including clinics and other small medical institutions, can enjoy preferential tax policies for small and micro-enterprises in accordance with regulations.

　The Opinion proposes to promote the "release of administrative services" and simplify access approval services. It includes four measures to improve the efficiency of access approval, standardize audit and evaluation, further relax planning restrictions, and pilot clinic filing management. Requirements around the world by the end of 2019 to introduce provincial, municipal and county optimization of social medical cross-sectoral linkage approval and implementation measures. Supporting and encouraging socially-run medical care to participate in hospital level assessment. The government will not impose planning restrictions on the total number of areas and spatial layout of socially-run medical practices. Pilot clinic filing and management will be carried out in 10 cities, including Beijing.

The Opinions propose to optimize operation and management services. It includes four measures, including optimizing calibration services, optimizing title evaluation, improving clinical services and academic standards, and increasing training efforts. Health and health administrative departments verify medical institutions in accordance with the law, focusing on reviewing medical service capacity and medical quality. Professionals and technicians of social-run medical institutions are equally involved in title evaluation as those of public medical institutions, and are not subject to job ratio restrictions.

　The selection of units to undertake medical research projects adheres to the principle of openness and equality on the basis of merit, and no restrictions shall be placed on the nature of the medical institutions to be used as project undertakings. Local governments use financial funds to carry out or in the name of the health administration at all levels of the relevant business and talent training, to provide quotas for qualified medical institutions of all types on an equal footing.

　The Opinions call for increased penalties for violations in the medical industry. Comprehensive use of daily supervision and management, medical institution calibration, regular assessment of physicians, adverse practice behavior score management and other means to strengthen the assessment and supervision of medical practice activities. Relevant penalty information is unified into the national credit information sharing platform, forming a free and publicly accessible public credit record.

The Opinions require that national and local medical-related social organizations should be equally inclusive of socially-run medical institutions and their medical personnel, and treat them equally.
